He's not the most astute basketball mind and seems like he just started getting into the game 5 years ago. OKC simply hasn't allowed BI to attack Dort off the dribble. You see, they don't play Pels style 1x1 defense. Somebody is always at the nail or waiting at the box for him. Dort has help. Herb or whoever is guarding SGA does not. Including when they get the CJ switch.

It's the same for SGA. He either wants to drive or pullup for a 15 footer. He's averaged fewer 3s per game than BI this year. Yet they allow SGA to get to his spots (including all the way to the rim) on single coverage while BI has to see multiple bodies.
